SEATAC, WA, June 22, 2016 — With design and installation from professional video and audio systems integration firm Advanced Broadcast Solutions (ABS), TVW, the Washington Public Affairs Network, has converted its entire plant to HD-SDI to better serve its cable and online viewers. The $3.4 million project included an overhaul of three existing control rooms and master control, plus the addition of a fourth control room and two new mobile production units.
While ABS had previously helped the channel move to an SDI workflow, TVW officials realized they could no longer realistically continue as an SD operation. “Most of our equipment dated back to TVW’s inception in 1995,” explained Renee Radcliff Sinclair, president of TVW. “We simply couldn’t upgrade our SD equipment anymore.”
Based in Olympia, about a half-mile away from the state’s Capitol Campus, TVW offers gavel-to-gavel coverage of the Washington State legislature, as well as coverage of commission and agency meetings, public policy events, and more. While no cable system in the state has provided TVW with an HD channel, HD footage is available online and through three feeds that TVW delivers to the Capitol Campus.
There are 15 rooms within the Capitol Campus equipped with at least three cameras for live coverage, including the floors of the House and Senate. TVW is also planning to add cameras in the governor’s conference room later this year in time for the 2017 legislative session.
Footage from all 49 Capitol Campus cameras is sent back over fiber to the TVW facility. The signals are brought back to master control, then “salvo” routed to one of four control rooms. It is a very unique routing system controlled by Telemetrics software. When a chamber is recalled, all resources associated with that chamber – including video, audio, graphics, control, and metadata (such as the agenda through an XML feed) – are routed to a specific control room.
While each camera within the TVW system has an HD-SDI out, it also has its own IP address and can be independently streamed. When one of the meeting rooms is not being controlled by one of the four control rooms, TVW can control any of the cameras over IP, adjust the picture, and stream its footage. As a result, TVW can stream up to 15 concurrent meetings, if necessary.
“The whole process is highly integrated,” said Mark Siegel, president of ABS. “The system opens up TVW to a much broader audience because it’s very Web-centric.”
In fact, every hearing is webcast live and archived for on-demand viewing. TVW uses a GV STRATUS content management system to push recorded materials to a storage facility in Colorado, which archives all footage on LTO tape. Marc Gerchak, director of engineering for TVW, said TVW has logged more than 5 million plays of online content each year over the past few years.
The three updated control rooms were designed to reduce personnel requirements during productions. Built to the same specifications, each one features a Broadcast Pix Mica 1000 integrated production switcher. Siegel said Broadcast Pix was the best choice for the facility because of the built-in toolset that includes a multi-view, CG, and clip stores, as well as the ability to control external devices.
In the fourth control room, which is used with the facility’s production studio (as well as for additional legislative coverage), ABS installed a Broadcast Pix Granite 5000 system. TVW produces a daily Legislative Review program and Capitol Headlines news briefs that are updated twice a day, plus other weekly series.
The studio is equipped with four Panasonic AW-HE130 PTZ cameras, which are mounted to Telemetrics Televator elevating pedestals. The cameras are controlled through Telemetrics and can store and recall camera positioning. Each camera is also equipped with a custom 13-inch LCD prompter system.
Sinclair is excited to have the new system in place in time to handle the additional production requirements of this year’s election coverage. “The quality of the product is so much better,” she said, “and viewers are very positive about the changes.”
Designed for two-person crews, the mobile units are housed in compact rolling racks and used to cover meetings of state agencies and other committees away from the Capitol Campus. Anchored by a Broadcast Pix Mica 500 integrated production switcher that controls the Panasonic AW-HE130 PTZ cameras, each unit also includes a Roland M-200i compact digital mixing console and AJA Ki Pro portable file-based recorder.
The Mica’s integrated CG has also improved field productions. In the past, crews would have to return to the TVW facility to add graphics. Now, graphics are inserted live during the production. “That alone saves us a lot of manpower,” Gerchak added.
Though TVW was unable to broadcast live during the four-month installation, the channel stayed on the air throughout the upgrade – and the project was completed in time for a live Jan. 7 press event. “Their customer service has just been amazing on this project,” Sinclair said.
After TVW representatives presented a flowchart of the workflow they needed, ABS did a “top-notch job” of designing and installing the upgrades, according to Gerchak. “It’s the second time I’ve used them and I’ve been happy both times,” he explained. “They understand what we do and they understood the timeline. They go above and beyond to make things happen.”
Founded in 1856, Providence Health & Services has grown into the fourth largest not-for-profit health system in the United States with multiple facilities across Alaska, California, Montana, Oregon, and Washington. While video has been part of its internal communication efforts for years, the Creative Services department recently opened its first dedicated production studio, which was designed and installed by professional video and audio systems integration firm Advanced Broadcast Solutions (ABS).
Housed at Providence’s headquarters in Renton, Wash., the new production space includes a 30×40 studio, control room, equipment room, two edit suites, and office space for the department. ABS completed the six-week install in early December, and Providence produced its first live program before the end of the year.
“When we started the process of designing a studio space, I wanted to have a versatile system, one that’s future proof and that can help us reach and connect with caregivers throughout our system,” said David Solheim, senior videographer.
Through its videos, Providence shares messages from its executive team, as well as information about patient safety, financials, and strategic priorities to more than 80,000 employees. The department already produces at least one live program every month in the studio using a mix of staff and freelance crew, and Solheim expects to build up to four live or live-to-tape programs per month.
“ABS helped design an affordable and flexible studio solution that would allow Providence to produce live multi-camera programs and with the best possible production quality,” explained Mark Siegel, president of ABS.
The studio features two JVC GY-HM890 ProHD cameras with Prompter People prompters on Vinten Ped Plus pedestals, plus two Panasonic AW-HE130 PTZ cameras on Vinten tripods that are adjusted in the control room. The lighting grid is stocked with energy efficient Brightline fluorescent and LUPO LUX LED fixtures, all of which are controlled through an Elation Scene Setter 24-channel DMX console.
With regular air traffic over the building, as well as other employees sharing the floor, it was important to insulate the studio. “The idea was to make it as soundproof as possible,” Solheim said. “It’s a really quiet room. Very little noise goes either way.”
ABS also installed an InFocus Mondopad, a 70-inch interactive whiteboard with a built-in PC that can be used to display and annotate graphics, charts, videos, and more. “It’s a great way to make executive presentations more engaging,” Siegel explained. “We recommended it so Providence could move beyond simple, direct address videos and share information in a more visual way.”
A 12×12 green screen wall was painted to allow chromakey productions, and the studio has a 360-degree curtain track with black and gray backgrounds. Between video shoots, the area is used regularly for still photography projects. There is no window between the control room and the studio, so ABS also installed a compact Marshall camera in the lighting grid so the control room staff can have a constant wide view of the area.
Solheim said the new control room was designed to support everything from simple one-man band productions to complex four-camera projects. The system is anchored by a Broadcast Pix Granite 1000 1 M/E integrated production switcher, which includes a built-in multi-view that feeds two large Panasonic screens. Two 22-inch touchscreens are positioned near the switcher for additional control and monitoring options. Using Telemetrics technology, the Panasonic PTZ cameras can also be used in the conference center and connected directly to the switcher via fiber.
Positioned next to the Granite switcher is a Roland M-300 compact digital mixing console. The back row of the control room is designated for CG and prompter operations, with extra space for a producer.
Next to the control room is an equipment room, which houses an AJA Kumo router with Kumo CP control panel, plus two Ki Pro recorder/players. A 17-inch JVC reference monitor was also installed for shade monitoring and critical image analysis. Providence currently uses an outside vendor for streaming, but eventually plans to handle streaming internally via its new ViewCast Niagara GoStream streaming media appliance.
